TIP OF THE ICEBERG: A FRACTION OF SERBIA'S ASSISTANCE TO BOSNIAN SERB FORCES
Between October, 1994, and July, 1995, international border monitors observed the following in transit from Serbia into Bosnia:

Since only approximately 135 monitors were assigned to patrol only 48 crossing points along Bosnia's 375-mile border with Serbia-Montenegro, Vulliamy called the arms and materiel that they personally observed "the tip of the iceberg."
