Conference in Opatija
History
In Opatija on 2 and 3 March 1942 conference was held by representatives of German, Italian and NDH supreme commands and commander in Yugoslavia. Present at the conference were Wehrmacht commander South-East General der Pioniere Walter Kuntze, German Military commander for Serbia General der Artillery Paul Bader, German general for liaison at Italian general staff Enno Rintelen, chief of General Staff of Italian army general Vittorio Ambrosio, commander of the Italian 2nd Army Mario Roatta, representatives of Italian supreme command general Antonio Gandin and chief of General Staff of Croatian Home Defence Vladimir Laxa.
Evaluation of attempts to put down uprising in autumn of 1941 and winter 1941/42 were judged as failed and that People's Liberation movement has developed strongly in eastern Bosnia, Montenegro, Bosnian krajina and different parts of Croatia. They concluded was that there position on Balkan has been seriously threatened and security of coast and vital communication lines was questionable. Because of that it was decided to start in the spring of 1942 new, larger and for the first time planed coordinated operations to destroy Partisans in wide liberated areas in eastern Bosnia, Herzegovina, Montenegro and Sandžak, and later in western Bosnia, Croatia and Slovenia.
As there wasn't enough forces for offensive to start simultaneously in all mentioned regions, German and Italian generals agreed to first conduct offensive in eastern Bosnia, then western Bosnia, Kordun and Banija. While offensive was going on in eastern Bosnia, Italians forces and chetniks should carry out operations against Partisan detachments in Sandžak, Montenegro and Herzegovina.
Code name for offensive in eastern Bosnia was 'TRIO' symbolizing co-operation of Germans, Italians and NDH. Command was given to staff of Kampfgruppe Bader.
