Rear-echelon Air Force was made of school aviation, training aviation, aviation testing group and replacement squadrons. It wasn't particularly organized and was filled with numerous different aircraft types.

School aviation had three pilot schools and three aviation schools for improvements. It had 216 school and training aircraft.

Training aviation had around 66 training aircraft divide into ten squadrons. During the war these units received missions as part of the air force.

Aviation testing group (Vazduhoplovno-opitna grupa) carried out testing of new aircraft (imported or home made) and after required testing represented it to units.

Replacement squadrons served for filling units as need with personnel and especially aircraft. These units also carried out transfer of equipment for individual areas.
