A Petain-like figure was found in Serbia in the person of General Neditch (Nedic), a former chief of staff of the Royal Yugoslav Army. Formed on 29 August 1941.

With government presidency was Command of Serbian State Guard, Command of Serbian Volunteers Corps and Headquarters of Chetniks of Kosta Pecanac.
