Forming of second German-Croatian division has begun immediately after departure of 369th on 6 January 1943 in Dollersheim (Germany) and area south of it. Its strength in beginning was around 15-16,000 as was in 369th. Armament and equipment was modern and accustomed to conditions of mountain warfare.
The Commander from 25 January was German Major General Emil Zellner promoted to LtGeneral on 1 April 1943. Most of the officer cadre was German, as were a large number of NCO's. Uniforms and rank insignia were German, with the Croatian arm shield on the right sleeve. Division was formed as followed - all have suffix (Kroat.):

In 1943, 560 soldiers defected to Partisans with full armament.

Order for transfer to Bosnia arrived at the end of April, transport rout was Wien-Graz-Maribor-Zagreb and it took over two weeks, first to depart on 1 May were I./383 in Schwarzenauu and 1./373 Artillery section in Goepfritzu as one of the last units to depart was 13./383 on 12 May in Schwarzenauu.
Division HQ was first located in Bugojno.
I./383 was after it arrived in Brod on 5 May
